Understanding Trump’s Immigration Policy: Impacts on Mexico, Russia, Eastern Europe, and Beyond
Immigration policy has long played a significant role in U.S. politics, but under Donald Trump, it became one of the most widely discussed and controversial subjects in the national conversation. As Trump reassumes the presidency, Americans may soon see him attempt to enact some of the proposals he floated during the 2024 presidential campaign. If they become law, these proposals stand to reshape the nation’s immigration system. Doing so would have wide-ranging implications both within the U.S. and abroad.
While his approach focuses on expanding U.S. Immigration and Customs Enforcement (ICE), detaining and deporting undocumented immigrants, and enacting major changes to immigrant visas, all in the name of putting America first, the impact of these policies extends far beyond American borders. Countries like Mexico, Russia, and those in Eastern Europe may feel the effects in significant ways.
What Changes to Immigration Policy Does Trump Hope to Enact?
Immigration policy has always been a key factor in shaping the country’s relationships with the rest of the world, as how the U.S. handles immigration impacts everything from trade agreements to foreign diplomacy. Trump’s proposals reflect broader political and social trends, such as concerns about border security, national sovereignty, and economic interests. The following proposals not only affect how and whether people migrate to the U.S. but also influence global migration patterns and international relations.
Increased Enforcement at the Southern Border with Mexico
Trump’s proposals for the southern border focus heavily on increasing security measures to prevent the flow of illegal immigration and drug trafficking. Key components include expanding the border wall and reinforcing physical barriers, along with deploying more U.S. Customs and Border Protection (CBP) agents and potentially the National Guard. Additionally, Trump has suggested tightening asylum policies and implementing stricter rules for migrant entry from Mexico, possibly by declaring migrants a threat to public health. These proposals aim to reduce the flow of migrants and improve enforcement. For Mexico, these measures could strain diplomatic relations, particularly as they may involve more stringent policies on the movement of people and goods across the border.
Mass Detentions and Deportations
One of Trump’s signature plans is to launch a large-scale deportation initiative. This could potentially target 15 to 20 million undocumented individuals, despite estimates that the undocumented population is closer to just 11 million. His administration claims it wants to focus on individuals with criminal records and final removal orders, although again, these groups account for a relatively small percentage of the undocumented population.
Additionally, the president intends to expand expedited removals, potentially by going outside of the immigration court system and limiting due process. According to the incoming border czar, there are plans to increase enforcement through workplace raids and local law enforcement collaborations. Legal controversies may arise from proposed military involvement and potential use of the obscure centuries-old Alien Enemies Act, which has raised civil rights concerns among immigrant advocacy groups. Critics warn these actions could disrupt communities and harm the economy.
Changes to Asylum and Refugee Policies
The second Trump administration also plans to tighten asylum access, impacting both the U.S. and other nations. Policies like reinstating the Migrant Protection Protocols (MPP) would force asylum seekers to remain in Mexico under unsafe conditions, which would likely place considerable strain on Mexican border communities. Trump may also revive safe third-country agreements to redirect asylum claims to Central American nations and elsewhere. Doing so would likely create significant burdens for countries with limited capacity to manage large numbers of migrants.
The effects of significant migration are currently being felt throughout Europe, which currently has an estimated 87 million migrants and is experiencing heightened tensions, such as the war between Russia and Ukraine. Changes to U.S. asylum policy could create diplomatic challenges, as some nations may resist safe third-country agreements. Trump may attempt to apply pressure to other countries in these situations by threatening trade or visa restrictions.
Domestically, Trump also seeks to narrow asylum eligibility and restrict claims based on domestic or gang violence, further limiting relief. His proposal to get rid of tools like the CBP One app could also exacerbate processing issues and discourage asylum seekers.
